Artificial Intelligence and Social Media Governance in Bangladesh
Artificial intelligence is no longer a specialised policy topic at the edge of public life. In Bangladesh it now touches electoral politics, media ecosystems, platform moderation, and the everyday circulation of misleading content.
That creates a difficult double bind. The same AI systems that help detect harmful content can also generate, amplify, and mislabel it.

Why this matters now
Public discussion in Bangladesh increasingly takes place through large social platforms. That means political rumours, manipulated clips, and AI-assisted deepfakes can travel at scale before anyone has time to verify them properly.
At the same time, platforms themselves rely on AI and automated moderation to identify:
- disinformation
- manipulated media
- coordinated inauthentic behaviour
- rule-breaking content
The result is a structural tension:
- AI is treated as the first line of defense
- AI can also become the backstabber
AI as a first line of defense
There is a practical reason platforms lean on automation. The volume of content is too large for purely human review. Machine learning systems can help label suspicious content, cluster harmful patterns, and flag manipulative behaviour faster than manual teams alone.
That makes AI useful for:
- detecting repeated disinformation themes
- identifying likely synthetic media
- spotting networked amplification
- reducing moderation backlogs
For Bangladesh, those capabilities matter because high-volume political misinformation can distort public understanding long before fact-checking catches up.
AI as a backstabber
But automation is not neutral or complete. Humour, satire, political disagreement, and contextual local speech can all confuse automated tools. Systems trained on large platform datasets may also perform unevenly across language, culture, and political context.
This produces several risks:
- false positives that affect legitimate speech
- opaque moderation with weak accountability
- over-reliance on private platform systems
- rights questions around due process, explanation, and appeal
If an automated system labels harmless content as misleading, the damage is not only technical. It can become political and democratic.
What Bangladesh should insist on
Bangladesh should not frame this issue as a simple choice between unrestricted platform chaos and indiscriminate takedown systems. A better approach is a state-capacity and rights-based approach built around transparency and accountability.
At minimum, the policy agenda should include:
- clearer transparency from platforms on moderation and enforcement trends
- stronger public understanding of deepfakes and synthetic political media
- more scrutiny of how automated tools behave in Bangla and regional contexts
- escalation routes when legitimate speech is wrongly restricted
Longer term, AI governance on social media should move toward what this article calls security and justice by design. That means safety measures must be aligned with democratic standards rather than treated as purely technical fixes.
The core policy challenge
Bangladesh needs a response to information attacks that does not casually sacrifice freedom of expression. That requires more than importing platform language about trust and safety. It requires institutional scrutiny, interdisciplinary expertise, and public-interest oversight.
The underlying question remains urgent:
How can Bangladesh respond to AI-assisted disinformation and deepfake risk without normalising opaque systems that weaken rights, due process, and public trust?
That is the challenge GSi’s work keeps returning to, because it is no longer a niche technology debate. It is a governance debate.
Working principle
AI policy should be assessed by what it protects and what it risks. If a system claims to improve safety while weakening transparency and due process, it is creating a second governance problem instead of solving the first one.
